Article 99?
It’s called “Article 99.” And it hasn’t been used for decades. Until this week.

With an intensifying Israeli offensive and escalating civilian casualties, U.N. Secretary-General Antonio Guterres invoked a rarely exercised power this week to warn the Security Council of an impending “humanitarian catastrophe” in Gaza. He urged members to demand an immediate humanitarian cease-fire.

Guterres invoked Article 99 of the U.N. Charter — last used over half a century ago — which says the secretary-general may inform the council of matters he believes threaten international peace and security.

Here, Edith M. Lederer, longtime chief U.N. correspondent for The Associated Press, breaks down what this could mean.

It’s a provision of the United Nations Charter, the U.N. constitution. It states that the secretary-general — the U.N.'s top diplomat — may bring to the attention of the Security Council “any matter which, in his opinion, may threaten the maintenance of international peace and security.”

This gives an important additional power to the secretary-general, since the real power at the U.N. is held by its 193 member nations and especially the 15 countries that serve on the Security Council.

Article 99 is extremely rarely used. The last time it was invoked was during fighting in 1971 that led to the creation of Bangladesh and its separation from Pakistan.

Guterres invoked Article 99 because he sees the situation in Gaza at risk of a “complete collapse” of the territory’s humanitarian system and civil order. It was something he felt needed to be done.

It's a depopulation thing.
It’s a strange dynamic when Israel issues an evacuation order, carries out that evacuation order to the letter, and most of the US media still frames their actions as a “hunt for Hamas.” From Israel’s perspective, there is no distinction. We know this because Israel officials have repeatedly said so. Aside from the numerous examples of genocidal rhetoric, much of which The New York Times has documented, there’s the fact that depopulating Gaza in stages is the most popular plan among Israeli leaders. According to a report from Al Monitor on November 17, the option that “enjoys the greatest support among Israeli decision-makers, is for Egypt to take control of the enclave in return for complete forgiveness of its massive foreign debt.… The proposals include rebuilding Gaza south of its current location—rather than rebuilding in the areas of destruction left by Israeli bombs—and moving some of its residents to Arab or other countries and leaving the rest in a rebuilt Gaza. ”

A similar plan, laid out in an op-ed by Gila Gamliel, the Israeli minister of intelligence, in the November 19 Jerusalem Post, made clear that the government’s preferred outcome is ethnic cleansing. The only option that she proposed was “to promote the voluntary resettlement of Palestinians in Gaza, for humanitarian reasons, outside of the strip.” Israeli security cabinet member and Agriculture Minister Avi Dichter said on Israeli TV on November 12, “We are now rolling out the Gaza Nakba. Gaza Nakba 2023. That’s how it’ll end.” As The Nation’s Jeet Heer noted on Monday, “Netanyahu is now shopping around a proposal to “thin out” Gaza’s population and expel the surviving residents into neighboring countries—a proposal that he is pitching to the leaders of both parties in Congress.”

The Israeli army said Saturday that three hostages mistakenly killed by soldiers carried a white flag and cried for help in Hebrew.
Army spokesman Daniel Hagari said that during fighting in the Shejaiya district of Gaza City, troops "mistakenly identified three Israeli hostages as a threat and as a result, fired toward them and the hostages were killed".

An army official said the hostages were all "without shirts" and had "a stick with a white cloth on it", but a soldier felt threatened and opened fire

"Two are killed immediately, one is injured and runs back into the building," the official said, adding that the soldiers heard "a cry for help... in Hebrew".

Despite a ceasefire order, "there's another burst of fire towards the third figure and he also dies."

Destroy Hamas, free the hostages, that's what Netanyahu said didn't he? This makes it look like "destroy everything except Hamas" is what's happening. I read that Netanyahu won't survive (politically), he'll be ousted once the crisis is over. This sort of thing seems to support that view.

Netanyahu openly admits to Israel funding Hamas as a method of destroying the two state solution.
“Anyone who wants to thwart the establishment of a Palestinian state has to support bolstering Hamas and transferring money to Hamas,” the Israeli Prime Minister reportedly told members of his political party back in 2019.

“This is part of our strategy: to isolate the Palestinians in Gaza from the Palestinians in the West Bank.”

In fresh comments, as reported by The Times of Israel, Mr Netanyahu has claimed vindication for that approach.

“You and your journalist friends have been blaming me for almost 30 years for putting the brakes on the Oslo Accords, and preventing the Palestinian state. That’s true,” Mr Netanyahu told a reporter.
